One can only imagine how many car accidents occurred before state legislature decided that citizens should have to take classes and a test before they could operate a vehicle. Since then the average Driver License has become more than a plastic card, but identification and proof of identity. As technological developments  has increased drastically, the types of drivers licenses that can be obtained has increased. The first license to drive a motor vehicle was issued to the inventor of the modern automobile, Karl Benz, in 1888. Due to the noise and the smell of Benz Motowagen, Benz received many complaints from neighbors in Mannheim, Germany. In order to end all complaints, Benz requested and received written permission from the Grand Ducal authorities to operate his car on public roads.

Up until the start of the 20th century, European authorities issued drivers license to drive motor vehicles. The first region to require an driver’s license was Prussia on September 29, 1903.  In 1910, the German imperial government mandated the licensing of drivers on a national scale, establishing a system of tests and drivers education requirements that would serve as a model for the licensing laws of other countries. As automobile-related fatalities soared in North America, public outcry influenced legislators to begin studying the French and German statutes as models. On August 1, 1910, North America’s first licensing law for motor vehicles went into effect in the U.S. state of New York, where there seemed to be a huge population; though it initially applied only to professional chauffeurs. In July 1913, the state of New Jersey became the first to require all drivers to pass a mandatory examination before receiving a license.

After a large number of countries required that automobile operators carry a driver’s license all hopes were erased of  having a National Identification Card that would serve as an authentic driver’s license throughout every country and continent on earth. Still to this day, a Driver’s License is used as the primary form of Identification.
